PHASE Nepal is a not for profit NGO established in 2006 by a group of development professionals dedicated to supporting poor communities in remote areas of Nepal. For the last 10 years PHASE Nepal has been implementing Health, Education and Livelihoods improvement programmes in Humla, Bajura, Mugu, Gorkha, Sindhupalchok and Kavrepalanchok districts. Currently, PHASE Nepal’s projects are funded by PHASE Worldwide UK, PHASE Austria, City of Vienna-Austria, NTTI USA, Lindsay Cooper Singapore, Hrothgar Investment Limited Singapore, Global Giving USA, Global Giving UK, Innocent Foundation UK, DFID UK through PHASE Worldwide, BLF UK through PHASE Worldwide and other individuals and organizations from different countries. PHASE Nepal was heavily involved in earthquake relief projects which were funded by DiakonieKatastrophenhilfe (DKH) Germany, Caritas Germany, Caritas Austria, People in Need, UNHCR in addition to regular donors and currently some of these donors are funding various reconstruction projects. Currently PHASE has over 140 staff working for different projects.


DURATION: Long term position

DUTY STATION: PHASE Nepal Central Office, Dadhikot -9, Bhaktapur, Nepal

REPORTS TO: Executive Director (or to relevant Programme Manager in the absence of Executive Director)


The FINANCE MANAGER will be responsible for training, mentoring and ensuring current PHASE Nepal finance team for maintaining accurate books of accounts of project financial transactions and execution and for operating and reconciling necessary bank accounts. S/he will be responsible for analysing of financial data, producing periodic financial reports to PHASE Nepal and ensuring payment to vendors on time. S/he will be responsible for ensuring that accounting principles are followed and are in compliance with donor and government rules and regulations. FINANCE MANAGER will bridge the finance team with senior management as well as executive board of PHASE Nepal. Furthermore, FINANCE MANAGER is responsible to provide administrative and financial support to the project management and PHASE programme as a whole.


• Training, mentoring and ensuring current PHASE Nepal finance team for

• Maintenance of timely and accurate books of account for PHASE Nepal projects and PHASE Nepal as a whole.

• Recording and analysing financial data and information, producing periodic financial reports, and providing management information as needed by PHASE Nepal or its various donors;

• Ensuring that accounting systems are maintained in accordance with organizational policies and procedures, with governmental and international accounting standards;

• Monitoring and tracking over the budget vs expenses for all the projects and donors on monthly basis.

• Competent administration of information systems, including computerized accounting systems and ensuring that all necessary documents are maintained in preparation for systems audit of the organization at any given time;

• Coordinating with related project staff in the preparation of annual and project budgets, planning project financing and the forecasting and management of fund flow;

• Supporting the budget planning process, the implementation of effective budget management and monitoring, development and updating of financial manuals, maintenance of appropriate internal control system (ICS), grants management and financial procedures, undertaking the administrator role of financial and accounting management.

• Ensuring national fiscal and NGO laws and regulations are adhered while carrying out work;

• Maintain audit/tax requirement as per the Government of Nepal regulations

• Ensure timely preparation and submission of monthly financial reports, bank reconciliations, monthly cash reconciliations, and cash flow statements.

• Oversee the preparation of copies of all financial documentation, including vouchers and receipts, for monthly submissions.

• Overseeing of day to day overall financial and accounting operation.

• Coordinate with Executive Director, Programme Managers and Project Managers to ensure that finance team has accurate and updated information about the budget, expenses and the activities in the field.


• MBS / MBA / M Com.

• At least 5 years of substantial experience in NGO/INGs and donor funded projects with full financial management responsibilities.

• Must have experience of working with multi donor projects.

• Good command of MS Word, Excel and common computerized accounting software, especially FAMAS.

• A thorough knowledge of budgeting, accounting principles and auditing standards

• Familiar with Nepal government rules / policies related to NGO/INGO and development programs

• Able to work under pressure and consistently meet deadlines.

• Excellent spoken and written English

It is a senior management position to mentor PHASE Nepal finance team consisting of accountants and other staff who report to PHASE Nepal, multiple donors and multiple projects. Currently there are over 20 projects funded by over 20 donors potentially amounting over NRS 20 Crores for the year 2073/74. Therefore, preference will be given to those having similar experience with similar teams, donors, projects and experience of handling similar amount.

SALARY & BENEFITS: NRS. 63,000 PER MONTH(basic starting salary scale) plus 10% provident fund after three months of probation period, one month’s basic salary as festival bonus after working for a year, 5% end of contract bonus if worked for more than two years, plus medical facility and insurance as per organization rules.
